Looks like the Page has a margin and the "Biden is seeing..." text object is at the top margin. While the text at top "Biden is seeing..." and the URL is in the Header. Draw is a bit tough to layout, you might do better to import the PDF into a Writer session. Open with the filter 'PDF - Portable Document Format (Writer)' instead of just opening the file which uses the 'PDF - Portable Document Format (Draw)' filter by default. Either way look to adjusting the page margins for the filter imported PDF and see if that is sufficient.
