Yes, it is possible to set up a bar and line chart in which two series have two
different kinds of visualisation and are tied to a different Y axis:
- chart type Column and Line
- common Categories reference for the X axis
- Insert > Axes > Secondary Axes > Y axis
- In second series properties, Options > Align data series to > Secondary Y
axis

See example in the attachment, created with LO 24.2.

But that is a bit involved, not very obvious that it is an option, and limited
to bar + line, as you can see.
