I agree that it would be good to have the qtz (KeyID) language pack in the
release builds, too.

Not installed by default, but be present in the list of language packs that the
user can choose to add to the standard installation. Users doing a standard
installation will not even see it is present. It will only be seen by those who
look for it (developers) and those users who choose to do a custom installation
and look through the language list. If a user from the latter group tries it
out, well, not harm done - the same user might out of curiosity try out a
language pack in an foreign language pack, which is totally possible if you
want.

Put another way: Adding the possibility to install an
ugly-but-useful-for-developers language pack will not take anything from
anybody, but it will make things easier for developers.

So I see an advantage and no drawbacks. Can anybody think of a good reason why
NOT to include it as an option that can be chosen by installation in release
builds?
