Not installed by default, but be present in the list of language packs that the user can choose to add to the standard installation. Users doing a standard installation will not even see it is present. It will only be seen by those who look for it (developers) and those users who choose to do a custom installation and look through the language list. If a user from the latter group tries it out, well, not harm done - the same user might out of curiosity try out a language pack in an foreign language pack, which is totally possible if you want. Put another way: Adding the possibility to install an ugly-but-useful-for-developers language pack will not take anything from anybody, but it will make things easier for developers. So I see an advantage and no drawbacks.
