AS noted, LibreOffice is not a PDF editor. Opening a PDF will convert object
elements in the PDF into ODF drawing objects. That filter process (using
poppler and cairo libs) can break rather badly with text runs as it poorly uses
the "embedded" font subsets to render the ODF draw object.

I've attached an ODF drawing made by extracting each page from the PDF (using
PDFtk) and "inserting" each page onto an appropriately sized ODF drawing
canvas.

The insert filter uses pdfium, and at some point that may replace poppler/cairo
but for now it renders with high fidelity to source PDF as a raster image on
document canvas.

If you need PDF editing (local touch up and edits to a published PDF using
local font resources) look elsewhere.
