Regarding this report:
1. In the past I tested another software and it did show the modified field
even if you saved a blank file (without showing any dialog to the user), so
when I tested the LibreOffice I assumed the results would be the same (hence
the report). 
2. Also when I checked the documentation (I'm not sure if it's being shown in
the information for newer version though):

The following was written:

So the part with "when the file was last saved" isn't 100% accurate

3. Anyhow I must say that there aren't a real consequences aside from the
difference that I saw at the time between the two software and the description
in the help being little bit different so safe to keep it as is.
