Correct. These settings (well, nearly all) are stored in outline styles Outline
1 - Outline 9, with inheritance for some attributes.

I would say that is due to the design of Impress, where Outline styles are
bound to Outline frames, and part of the Master Slide, and the use on a slide
depends on the chosen Layout (on top of the Master slide).
