Drawing with rotated text object

When trying to move a rotated object in Draw, the "move" cursor (the
cross-arrow shaped one) appears only near the corners of the object and on some
locations _outside_ the selected shape. With the attached drawing, select the
text object and move the mouse along the border frame. Also move the mouse
around the shape and you will discover some areas where the "move" cursor
appears. There seem to be some oddities with hit-test calculations on rotated
objects.
