Thus unlocking the Standard toolbar does not unlock the Text Formatting toolbar. To unlock toolbars globally go to Tools > Options > LibreOffice > Advanced > Open Expert Configuration. Search for "locked" finds Toolbars > States in section org.openoffice.Office.UI.GlobalSettings.
