The upper byte register in ISCII is used to encode Bengali and similar scripts
[1]

IINM there is no *native* transliteration in ICS libs to convert from these
encoding to the Unicode BMP code points (e.g. U+0980..U+09FF for Bengali).
Meaning IIUC, that we handle such code page as a *symbol font* and can do
little more that stamp the glyph to VCL canvas. And that this is => NAB.

@Eike and @Khaled, any dev perspective.
