With the "Clone" icon, the procedure has one source (cell/range) and a different destination (cell/range). So, instead of having to repeat the selection of the same source multiple times, the double click allows to keep the original source and apply it multiple times to different destinations. But with the background color icon, the selection of the area on which the action is applied is performed once, before clicking on the icon. You can select multiple areas before clicking. You could even use the "repeat" action too. There is no "source" and "destination" areas; there is just a "destination" area (which could be non-adjacent too).
