I've confirmed taht this behavior is mostly accurate for my setup, even after
deleting my config files in %appdata%/LibreOffice/ after updating from v7.4.

The difference on my system is that I get 9.50"x8.50", top margin 4.38" for
Vertical Left and 9.50"x6.31", top margin 2.19" for Vertical Center
