pageMargin_top.doc: round-trips fine as DOCX, but not as DOC
LibreOffice opens up these "anchored to top of the page text area" objects
fine, but on export it indicates top of page, not top of margin.
Steps to reproduce:
-open pageMargin_top.doc
-save it (pageMargin_topRT.doc)
-reload
It looked ok prior to 5.4, but it was round tripping as a distance "from top".

move handling of pWW8AnchorConvHint from SwDrawContact to SwContact
I assume that patch just exposed an existing problem.
