I can imagine two reasons: The original document was already plain text or Your save settings are wrong. Please inspect Tools > Options > Load/Save > General. Look whether the correct file type is select for 'Document type'='Text documents (Writer)'. It should be 'Always save as:'='ODF Text Document (*.odt)'. Please check the option 'Warn when not saving in ODF or default format' there to get more information on saving and make you test again. Was the document created from scratch or do you have opened an existing document and have added formatting? If latter, what is the file format of the existing document? Please describe in detail, how you save the document, e.g. Click on Save-icon or use File>Save As or use File>Save or use File>Export or ... Do you use the save dialog of LibreOffice or that from the operating system.
