There is no difference in the behavior here: Navigating through the rows by the toolbar of mail merge or "Data to Fields" will show the same result on older LO versions, also LO 24.2.5.2 and LO 24.8.0.3. Paragraphs will be hidden without any problem under OpenSUSE 15.5 64bit rpm Linux.
