This is meant to be Position and Size tab - Width, Relative to Entire page.

I reproduced the issue in 24.2, if Keep ratio was checked. However, the issue
is fixed in 24.8. I tried to find the fixing commit by bibisecting, but for
some reason I failed. So let's just close as worksforme.
