The request is controversial due to the things already mentioned in previous
comments. The detection of system locale is already in place. I see the same
dangers in the proposal as using country flags in UIs to denote languages.
People can get upset when such well-meaning methods result in errors. Possibly
you could discuss it on the l10n list.
