What on earth APA may have to do with this issue? Do you say that LibreOffice
is a software to create papers to APA? Do you know that there are papers beyond
science, and it sometimes happens that people, when finished their APA reports,
write literature, poetry, children books, newspaper articles, and personal
notes?

So no - there are many cases with many different kinds of character-level
formatting; and I just have presented a use case in comment 20.
