Steps:

1. Create a new Writer document.
2. Type in two paragraphs, each with at least 3 lines. You can use the dummy
autotext dt+F3
3. Set both paragraphs to have 0.2" below paragraph spacing and 1.15 line
spacing (or Proportional with 120%).
4. Tools - Line Numbering, check Show numbering, set interval to 1.
5. Select the entirety of the second paragraph.
6. Set the font size to something small, e.g. 6 pt

Still repro.
