Description:
When I create a custom number format of ??? (three question marks), and then
center the entire column, and entry of 1 numeral, to which the custom format
has been applied, should be aligned with the ones column of the three digit
numeral above it, but it is instead centered.  This is unexpected.  Thank you.

Steps to Reproduce:
