Notepad++, which also uses win32-darkmode and suffered from this same issue on Windows 11, was able come up with a proper fix that looks great back in May of 2024. The fix involved using a custom draw for the toolbar. Here is a link to the commit which fixed it: https://github.com/notepad-plus-plus/notepad-plus-plus/commit/fedaabf0f8d80ace2e63d73e5419b451ea6ea468 It fixed the bright blue highlighting on pressed state of the buttons and also when hovering the cursor over the buttons. This is C++ in Notepad++. I am not familiar at all with what programming language is used for LibreOffice on Windows so I'm not sure how feasible this would be.
