Rather than 'Automatic' for each of Toolbar|Notebookbar|Sidebar, pick the "Large" size and retest. The Automatic will not necessarily shift from small (16px) -> large (24px) -> extra large (36px) as your os/DE is scaled. Personally I find the Windows WDM "Advanced Scaling settings" to provide better custom scale handing across the desktop. Also, if you scale your UI above 150% you should change the Icon Theme to an SVG icon set choice. That will generate a new scale appropriate set of PNG icons from the SVG.
