This description sounds like bug 159690 which was recently fixed for the
upcoming 24.2.7 and 24.8.3.

OK - I double-clicked on the cell to get a blinking cursor in cell G1

I press ENTER. Row 1 grows to accomodate the three lines of text. In the fixed
version,  "Format Cells - Alignment" no longer forces on "Wrap text
automatically".

So I think the problem you are discussing is fixed, but it is hard to know for
sure given translation differences...
