This is NOTABUG. This bug was originally filed for incorrect behavior in the tb-rl writing mode, but our implementation is correct. Furthermore, no changes are needed to support the CJ "one-letter alphanumerics or capitalized abbreviations" use case (comment 6). LibreOffice already handles it (comment 23). 2.) The real bug is that LibreOffice doesn't accurately communicate the purpose of the tb-rl writing mode, which is for CJ vertical writing. This problem is mitigated somewhat by the fact that these options are hidden unless the user manually enables East Asian language support, but we should still consider ways to improve things. Changing the UI is already tracked by bug 157554. 3.) A new enhancement request should be filed for non-CJK stacked writing, if still desired. The above discussion may be an interesting reference, but I'm worried that repurposing this bug would distract or mislead.
