Description:
You have your document with headings, 

like:

h1
        h2
                h3
                h3
        h2
                h3
                h3
                h3
        h2
...............

Now you want to "raise" (promote) one "h3" level section to "h2"...

Which arrow signifies this "raise" best?  

left or right?

< or >    ?

I would say:    right :) 
like >

But it is the other way around, you have to press the left "arrow" 
(I call it an arrow, cause that is its function to indicate a direction)

In my mind right arrow >>> means: AHEAD...
left arrow <<<<  means BACK

If someone at work gets a promotion, it will be a step "ahead" her her or him
:) 
If someone at work gets demoted, it will be a step "backwards" for her or him
:)


I'm sure I get these correlations from somewhere (it's in the culture),
BUT anything is possible...
See, in England they keep to the left on the roads, not the right which would
be the right thing to do :) 


:::::: I forgot to say:

Heading 1 is higher than Heading 2 (!!!)

So, denoting "Heading 1" turns it into a "Heading 2"...

Promoting a "Heading 2" section turns it into a "heading 1"

So, 
from 2 to 1 is UPWARDS   (promote)
from 3 to 2 is UPWARDS  (promote)  >>>> ahead :) 

>From 2 to 3 is downwards (demote)  <<< backwards


................

What do you think? :)



Steps to Reproduce:
1. have your document with headings
2. open the navigator and look for the ARROW which promotes a section (from
heading 2 into heading 1, for example)
3. 

Actual Results:
You'll realize that it is the LEFT ARROW (<<<<) that promotes it



Expected Results:
I would expect the RIGHT arrow to promote the section from "Heading 2" to
"Heading 1"...

cause in my mind (this is not necessarily good :)) >>>> RIGHT arrows mean
"AHEAD"...

and promoting (in my mind) means moving AHEAD >>>>
