[Bug 163478] Dropdowns of value ranges (such as font sizes) are as likely to expect a smaller value as a larger value and so the current value should appear in the middle of the dropdown list (unless it's the min or max value)

Font size dropdown opened from the toolbar or the character dialog do open at
12pt with a visible range of 6-48 for me.
