I rebooted into macOS Sonoma 14.7.1 on my Silicon Mac and I was able to reproduce this bug in both LibreOffice and Apple's TextEdit application. Once the bug occurs, you must quit and relaunch the affected application. Since TextEdit is also has this same bug, I would conclude that this is a macOS bug on macOS Sonoma so marking this bug as "not our bug".
