Description:
I have several documents which I include hyperlink references to web page
documents I have created and put up on the internet.  When the document is
individual files are created for the master and when the master is compiled the
LINKS ALL WORK.  However when I export the master to a PDF (I have changed the
parameters on the export a million ways) some work and some do not.

Steps to Reproduce:
1. Set up a master document 
2. Create a file for the master with hyperlinks inserted to documents found on
the internet.
3. Add the file to the master navigator
4. UPDATE ALL through the navigator to create the master document complete.
5. Go to the page with the hyperlinks on it and check that they all work (THEY
DO)
6. Export the master to a PDF format (I require password protection therefore
do not use Archival PDF format.)
7. Go to the page with the links imbeded and check them 
8. some will work and some will not allow any linking

Actual Results:
When you mouse over SOME of the links nothing happens


Expected Results:
When you mouse over the links you should get the indicator that clicking will
transfer you to the link.

User Profile Reset: No

Additional Info:
I can submit a partial page in PDF format which will reflect this problem
accurately.  
The problem obviously is that NOT ALL THE LINKS WORK PROPERLY BUT SOME DO.

I have been creating documents like this for internet distribution for about 10
years or more.  This is the first time I found this to happen.  It seems that
it has occurred with a recent upgrade or update to the software.
