I noticed that the font used in the header and footer, Interstate Light Condensed, is not available in office.com and thus my exported PDF attachment 197482 is not that useful. In any case, comparing exported PDFs, there seems to be higher line height in office.com than LibreOffice somewhere and that pushes the text a bit lower. The claim in the description 'missing "white space" between header, body and footer texts' seems to be just a coincidence, where on some pages there might be empty lines in MS Office where the same is not true in LibreOffice. Now that I look at the document in office.com and compare with the PDF, the text is breaking in completely different places, so it seems even Microsoft handles it randomly each time it's opened.
