The ODT file whose rendering is in question

In LibreOffice the third outline entry in the attached document is rendered in
a perfectly ordinary way, but in MS Word the text (beginning with "Rail") is
placed at the 17cm "right tab" and wraps to the following line.

In the process of debugging I found that the numbers to the left of the outline
text overlap the 0.5"/1.27cm text-indent/margin-left value in the style for the
third level. This is not the case for levels 1 and 2. According to this:

one should expect that the text here should actually be pushed to the next tab
stop in this situation, as I observe. And indeed, when I use the mouse in Word
to adjust the indentation slightly to the right so it is past the numbering,
the text returns to its expected position immediately next to the numbers.

My question is this: is Word rendering this correctly, or is LO?
