In a read-only document, when a section is editable, it is not possible to set
bullets and numbering in the editable section.
1. Set the attached document as read only on the file system, open it
2. When it is opened as read only, click in the yellow section, which is
editable
3. Type something, then open the Format menu
-> Bullets and numbering item is disabled
