Reproduced on Linux with a recent own build at c5834bcfacba768fb361ae273534f1eac63f546f and in LO 7.0. This is the same as bug 143234, which happens for tables with an "autoformat" / style. Test for example in a new file: table inserted with Table > Insert > Default Table Style, then apply formatting, then save and reload the file, then split a cell.
