when entering 
Apostrophe and Quotation marks with sequence:
CRTL+SHIFT+u + HEX Codes

it does AutoCorrect.
Unlike Insert Special Character.

Wouldn't it be the point of me remembering those combinations
trying to type exactly them.
Otherwise I would remember 

201C “
201D ”
201E „

and type them.

So if something can be done about that too.
If it can.
