Description:
MS excel has (for several years) the option to protect format and data
validation for cells while allowing user to edit the cells, mainly choose a
data validated value. Libre calc offers no such option, therefore breaking
compatibility.

Steps to Reproduce:
1. select a cells range
2. right click --> format cells...
3. go to cell protection
4. there is no option to protect ONLY format and data validation, but allow
editing

Actual Results:
A user can break data validation or change format

Expected Results:
There should be an option to protect data validation and format, like MS excel
