Then you removed the program files, but not the installation information - the program is still registered as installed. See the FAQ about common installation problems: https://wiki.documentfoundation.org/Faq/General/General_Installation_Issues_(Windows). Note the part about the troubleshooting tool from Microsoft. This is not our bug.
