Description:
The boot-time option "-env:UserInstallation=" cannot change the profile if
"fundamental.override.ini" is set.
Steps to Reproduce:
1. Create "fundamental. override. ini" and set "UserInstallation =".
2. Boot with a different environment profile than the one specified in
"fundamental. override. ini" in the command line options.
Actual Results:
3. Start with the profile you wrote in "fundamental.override.ini".
Expected Results:
3. Boot with the Boot Options profile.
