Whatever logic lead you to state "it's not a bug, just go enable some random unrelated setting to get it to work" is FLAWED. I'm certain the developers of the toolbar did not intend for you to have to enable asian languages to get the toolbar to work. If they did, the software should be smart enough to tell the user to enable the option, or better yet, allow them to quickly enable it on the fly when adding the vertical text button. I had to use google, and read this bugtrack to figure out how to use a feature/function that is intended to be user friendly.
