I feel the border tool in the Table Bar not intuitive, and difficult to use.
IMO, it should have a "toggle"-behavior like in MS Word, i.e.:
1. Each button icon shows a 2x2 table; some borders are "drawn", some are
"blank".
2. When the user clicks on a button, Writer examines the borders in the current
table selection (or cell) that match the pattern defined by the "drawn" borders
of the button icon. We call them the "match".
3. If the style (width, color, etc.) of some borders of the match differs from
the currently selected style, then Writer updates those borders. Their style
will be updated to the currently selected style.
4. Otherwise, if the style of all the borders of the match is up to date, then
all the borders of the match are removed.
