Can not reproduce. Opens by default on RB of the calling module. No 'Keyboard'
panel for shortcuts except as called from active LO module.

And any shortcuts assigned are not forgotten.

The Tools -> Customize dialog is bi-modal for the Keyboard shortcuts--module
specific (default) and global (LibreOffice). While the other customization tabs
are global (default) or per document target from the scope combination box
listing.  

For the Shortcuts customization tab, both Global and Per-module are assigned
from the same UI, opening with RB set by default to the calling module.  I.e.
opened from Writer the 'Writer' RB will be set, while if opened from Calc the
'Calc' RB will be set.

The two shortcut key lists are exclusive--the global 'LibreOffice' list is
overridden by any shortcut key set at the module level.
