The form of the cell is not used when a file is opened.
Steps to reproduce:
1. set cell form
[$￥-411]#,##0;[RED]-[$￥-411]#,##0
2. input data
3. save file
4. close
5. open file
Current behavior:
Not use format
Expected behavior:
use format
