Description:
Add mil (.001 inch) unit.
Current .02 inch resolution inadequate to express common inch fractions, e.g.,
1/8 inch = 125 mills.
It is not necessary for the graphic to be drawn to that resolution if the
screen resolution will not support at some viewing scale, but it is necessary
to be able to dimension to that resolution.
Steps to Reproduce:
1. Enter dimension 1.125
2. Hit enter

Entry changed to 1.02
Expected Results:
Software designed to respond 1.02. 1.125 desired
