I see the same as you.

I see the small yellow square inserted at the top of the slide and the comment
window automatically opens only in LIbreOffice 24.8.4.2 (see version info
below). In my local master build, the small yellow square is added but I have
to actually click on it to open the yellow square.

For me, in all versions cases something *does* happen when selecting the Insert
> Comment menu item or press the Command-Option-C keys:
