You are correct: the French government added a huge amount of regulatory
compliance work:

The regulatory filing looks like a lot of work and I assume that TDF staff have
little if any experience preparing detailed regulatory filings like this so I
would guess that the BoD might need to contract the work out or hire additional
staff if they deem the work to be worth the cost.

This issue isn't the only new regulatory requirements in the Mac App Store: the
EU has imposed new requirements on "traders" that must be submitted before TDF
can release a new version in the Mac App Store. From what I understanding, that
is what is blocking Mac App Store updates in all countries:
