Catergory:View, Function:Normal is the wrong command for Impress. You need
Category:Modify, Function:Normal View. Impress is different in this regard from
Draw.

To examine, whether a command is the correct one, look at its .uno command.
When you enable "Extended tips" in Tools > Options > LibreOffice > General,
then you see the used .uno command of a menu or toolbar item as tooltip. For
the menu item "Normal" in the "View" menu of Impress, you see the command
".uno:NormalMultiPaneGUi". For the item "Normal" in the "View" menu of Draw you
see ".uno:PageMode".

When you search for "Normal" in the customize dialog with "All command"
categories, you get the results "Normal" and "Normal View" in the Functions
field. When you hover an entry in the Functions field its .uno command is shown
as tooltip.
