Description:
Navigator of Writer has too many elements that consume a lot of screen estate
and are virtually never used in typical usage scenarios.
These include: 1. navigator UI elements above navigator items box, 2. navigator
target box below items box, 3. space between navigator and document.
This problem is much worse when using Libreoffice on small laptop screen with
one app in each corner of the screen.
It is maybe easier to understand this issue from a screenshot. I don't know how
to but one here so below is a link to screenshot that will be online for at
least couple of weeks:

Steps to Reproduce:
1. open navigator with a long document that has a lot of bookmarks
2. resize libreoffice to very small space such as quarter of laptop screen
3.
Actual Results:
too much clutter
Expected Results:
ability to hide all elements of navigator window.
