Reproduction:
1. Start Writer (regular UI mode, GTK VCL)
2. Right-click Formatting toolbar
3. Uncheck Lock Position
4. Grab the left dotted area of the Formatting toolbar with your mouse
5. Move the toolbar - not releasing your mouse - to an undocked (floating)
position
6. Release the mouse
7. Now try clicking-and-holding the title bar of the toolbar, to move it; it
won't move
