Reproduction:

1. Start Writer (regular UI mode, GTK VCL)
2. Right-click Formatting toolbar
3. Uncheck Lock Position
4. Grab the left dotted area of the Formatting toolbar with your mouse
5. Move the toolbar - not releasing your mouse - to an undocked (floating)
position
6. Release the mouse
7. Now try horizontal size-adjusting via the left or right edges of the toolbar

Expected results:
Toolbar form changes to multi-row, i.e. shorter horizontally, longer
vertically.

Actual results:
Nothing happens.

Seen with:

Version: 25.8.0.0.alpha0+ (X86_64) / LibreOffice Community
Build ID: 2305fe302e12c4256e452589e2533772d4213e59
CPU threads: 4; OS: Linux 6.6; UI render: default; VCL: gtk3
Locale: en-IL (en_IL); UI: en-US

But _not_ seen with KF5 VCL and same build.
