If you activate the "error rectangle" feature, you will see rectangles instead bars (maybe a restart of Calc is required to see the change). As said before, the setting to have (or not) the boxes could be in the error bars dialog. However, if the user activate the feature in the X (or Y) error dialog, this should activate for both axes.
