Attached example data series contains numbers formatted as percentage.
If a chart is created with data labels and copy-pasted into Writer, then the
values format changes from percentage to fraction.

1. Open attached file
2. Select B1:B7
3. Insert a basic column chart with the toolbar button and click Finish on the
first page of the chart wizard
4. Right click on one of the columns of the chart and choose "Insert Data
Labels"
5. Finish editing the chart and copy it
6. Open a new Writer document and paste
-> the chart data labels change from percentages to hundreths.
