We need a bug report, like "using an OS A, having locale B, with DM C, install
layouts D and E, start LO with clear profile; in this case LO should have CTL
support auto-enabled". Bug 47969 seems resolved/fixed; of course, it may well
still need fixing in specific situations.

Absolutely no. The *installed* state is not relevant. It may be e.g. installed
on a corporate profile, for different users, who use their own settings. *If*
there is a way to disable "support" for CTL/Asian (which I dislike, but this is
the status quo), then the installed state of the mentioned components doesn't
mean "enable that support".
