Description:
It's assigned as the wrong keyboard stroke.  Simple issue.

Steps to Reproduce:
1.Attempt shortcut Shift+Ctl+: to enter current time in the cell
2.Nothing happens.  No time is entered.
3.

Actual Results:
Tools>Customize>Keyboard> Enter the key sequence.
It shows up at Shift+Ctl+;
Re-assign 'Insert Current Time' to line directly above Shift+Ctl+:
Delete the entry of the same action on Shift+Ctl+;

Expected Results:
The keystroke shortcut actually works.
